City Hall is the capital building of Shang Mu and home to the city's leader, Mayor Zao. It also serves as a Hub Area in Freedom Planet 2.

Freedom Planet[]

After the Sky Battalion escapes with the Kingdom Stone, Mayor Zao meets Team Lilac and invites them to dinner at the City Hall, as thanks for destroying the Robopanther. After dinner, the team begins negotiations with Zao, proposing an alliance with Shang Tu, to which the mayor declares to be a 'lovely idea' (+5 SARCASM). Since they were a neutral party, Lilac suggests sending them to speak on his behalf. Zao was reluctant, until a motivational speech from Lilac (accompanied by Milla's puppy eyes) changed his mind, and he provides them with his personal airship for their journey.

Freedom Planet 2[]

After Merga seizes the Royal Palace of Shang Tu, Team Lilac, General Gong and the Royal Magister flee to Shang Mu to seek refuge at City Hall after Lilac remembers that she still has the free dinner coupons they won in the Battlesphere's tournament. Upon arriving, they explain the situation to Zao, who is distraught over Captain Kalaw's betrayal, but allows the team to stay in the library, where Lilac has a heated argument with the Magister after he confirms that the earth dragons had committed genocide against the water dragons.

Later at dinner, the team learns about Merga from the Magister and goes to plan their next move. Zao suggests they search his library for any books related to the water dragons and the machine called Bakunawa, but Carol wants to go find Corazon and talk her out of her allegiance to Merga, but everyone is against the idea, declaring her an enemy of Shang Tu. Going against their wishes, Carol deserts the team and leaves to the island of Parusa alone. Learning of this, Neera became furious and declared Carol's desertion an act of betrayal. Fortunately, Milla manages to calm her down, and the team decides to go after Carol, using Zao's airship to head to Parusa.

Details
Parusa
Unlike the mainland kingdoms, Parusa has no ruler. A tribunal consisting of the five strongest warriors on the island work together to keep the peace. Northern Avalice often thinks of a Parusa as a primitive tribal city, but throughout its history, it has been the epicenter of biotechnology and medicine.
Mice Markets
Avalice has a moderate number of rodent citizens, who avoid crowded area out of fear of being trampled on. They prefer to their houses indoors of "regular-sized buildings. Rodent friendly architecture has become more common in recent years as businesses hope to attract an entirely new clientele.

Three Kingdoms of Avalice[]

Details
Introduction
Avalice has three major kingdoms: the sprawling city of Shang Tu, the high-tech metropolis of Shang Mu, and the northern steppes of Shuigang. Each hav their own laws and customs. More information can be found in the corresponding texts.
Shang Tu
The Royal Palace is walled off from the rest of Shang Tu. Musch of what happens there is shrouded in mystery, and the Magister rarely makes public appearances.
Shang Mu
Shang Mu is the first kingdom in Avalice to allow its citizens to elect their own leader. Despite this, Mayor Zao has continued to run unopposed for several years in a row.
Shuigang
Shuigang is a tightly knit community. Almost everyone who lives there is either a soldier or has a soldier in their family. Shuigang's population are mostly bears who hibernate, so there is always a workforce shortage during the winter. Those who stay awake until spring are jokingly referred to as "sleepwalkers".

The Water Dragons[]

Species Genetics
Children who are born on Avalice inherit the traits of their maternal line. Dragons are the only exception; children born of that union become a dragon "half-breed" that mixes traits from both parents.
Water Dragons I
"Water dragons" were so-called because out of all the indigenous species on Avalice, they were the ones most favored by the earth dragons. Their sudden and vicious betrayal was a shocking blow to the peace the earth dragons had forged on this once wartorn planet.
Water Dragons II
Water dragons were thought to have been all but clensed from the face of Avalice, a fitting end to their wartorn cruelty. However, there have been several recent sightings of creatures that resemble those warmongers, which may indicate that remnants of that race still walk among us.

The Earth Dragons[]

Before Time I
"The Before Time" refers to the period in Avalice's history before the earth dragons' visitation from the stars.Many aspects of modern society have been influenced by their arrival, including technology and culture.
Before Time II
In the past, the world was ravaged by constant war and bloodshed. With the arrival of the earth dragons and their enlightened ways, however, the indigenous population were inspired to put aside thier differences.

Emergent Bloom[]

This book, titled Emengent Bloom: A Horticulture Exploration of Parusa, is secretly a diary of a Water Dragon named Amaranta, who recorded her experiences, and disguised it as Horticulture book in order to preserve the truth of the earth Dragons' crimes. This is also the book the Royal Magister read, confirming Merga's accusation and her lust for revenge. After the Main story, the Player can read this book in City Hall's Library.

Details
1: Accident
In the early hours of the morning off the shore of Parusa, the experimental planet-cracker, Bakunawa, fired a focused mining beam at the island. It consumed several villages on the coastline, along with any workers who were working within the barrel that focused the beam. The casualties numbered in the tens of thousands. They said it was an accident.
2: Excuses
The supervisor in charge was relieved of his duties and moved to another department. The management apologised most sincerely and promised that reparation would be made to the families of the deceased. The scientists and the engineers said that while the destruction was tragic, the data collected would be "useful" in preventing disasters like this one. And it was hard, so very hard, not to notice that the ones who had died were water dragons, and the ones making the excuses and aplogise were earth dragons and that accidents happen and that I shouldn't believe in the worst in people and these and are not my own thoughts THESE ARE NOT MY OWN THOUGHTS
3: Grief
My mother was right. Oh Nanay, you were right. I wished I'd listened to you. I wish I remembered the songs you used to sing to me in our old language; the language I rejected because I didn't want to be thought of as a backwards heathen from the islands. I accepted their tongue, their words - even my very thoughts have been moulded to be pleasing to their comprehension. We did everything they asked. They taught us to reject our old names, our old ways and still it was not enough. We did nothing wrong but they punished us anyway. How much more will we suffer as their "brothers and sisters of the sea" before we realise that we can never be one of them. That I can never be one of them.
4: Resolve
I killed my "caretaker" today. He was not an unkind man, but I realise now that what he was doing to me was not an "necessary duty" for the betterment of our people. It was to remind me of my place, and that place was to be beneath him. I can't stay here any more. There are other like me who believe in the value of striking back. I will this book, my life's work, in Shang Mu's library and pray that no earth dragon find it. This event should not be forgotten. This injustice should never be forgiven. Let this record stand as proof of the earth dragons' crimes.
